ABOUT THE WORKSHOP

Since its inception in 2004, the U.S. Department of Homeland Security's (DHS) Cybersecurity and Infrastructure Security Agency (CISA) Protective Security Advisor (PSA) Program has been at the forefront of DHS efforts to protect critical infrastructure in the United States.As subject matter experts on critical infrastructure, PSAs provide unique expertise to state, local, tribal, and territorial officials and members private sector stakeholder community to assess the security and resilience of critical infrastructure, facilitate information sharing between critical infrastructure stakeholders and the DHS, convey local concerns to better inform DHS of partner needs, and support critical infrastructure response, recovery, and reconstitution efforts after a disaster.

For over 50 years, Kansas Highway Patrol (KHP) has managed and conducted protection operations for the Kansas State Fair (KSF). Recently, the KSF and KHP have started working with outside Federal, State and Local entities to aid in identifying potential vulnerabilities and determining possible courses of action to treat risk. Based on the work between the fair, KHP, and supporting agencies, the KSF has significantly enhanced their overall protection posture to ensure the safety of fair goers.

LT Dave Golden (Assistant Fair Commander) with the Kansas Highway Patrol will discuss some of the measures they have taken recently to improve emergency preparedness and security and enhance the overall protection posture of the event.

PSA Tim Morgan (Kansas District) will discuss the key elements of the PSA program and resources; to include physical security assessments, cybersecurity assessments, exercises, training and information sharing. For more information, visit: https://www.cisa.gov/security-advisors”

TIM MORGAN - PROTECTIVE SECURITY ADVISOR (KANSAS)

Tim Morgan serves as the Protective Security Advisor (PSA) for the Southern Kansas District. As a PSA, Tim contributes to the development of the national risk picture by assisting with the identification, assessment, monitoring, and minimizing of risk to critical infrastructure. Tim engages as a physical and technical security advisor with Federal, State, local, tribal, and territorial government mission partners and members of the private sector stakeholder communities. PSAs serve as a link to Cybersecurity & Infrastructure Security Agency (CISA) infrastructure protection resources; coordinate security and resiliency assessments, risk mitigation training, and provide a vital link for information sharing in steady-state and during incident response.

Tim joined CISA in October of 2022 and has over 30 years of experience in Law Enforcement, Security, and Critical Asset Protection through a combination of Military and Federal service. Prior to DHS, Tim served as the as the Installation Anti-Terrorism Officer for Fort Riley, Kansas where he managed the Anti-terrorism, Operational Security (OPSEC), Insider Threat, and Risk Management programs for the installation and the 1st Infantry Division.
Prior to this position, Tim served as a Physical Security Inspector and Lead Physical Security Specialist also at Fort Riley, KS where he focused on the protection of the installation’s Mission Essential Vulnerable Areas.
Tim enlisted in the US Army Military Police Corps in 1994 and his career took him across the globe on a variety of missions to include overseas deployments to Panama, Bosnia, Thailand, two tours to Iraq, and Afghanistan. Tim’s military career culminated retiring as the First Sergeant of the 300th Military Police Company at Fort Riley, KS.
Tim has earned his Bachelor of Science in Social Science from Thomas Edison State University and his Master of Science in Security Administration from Southwestern College in Winfield, KS. Tim has also earned the Physical Security Certification and the Security Fundamentals Professional Certification through the Department of Defense.
